The Deputy Chief Civil Affairs Officer shall not, without reference to the Chief Civil „ffairs Officer, exercise the powers of the authorities mentioned in the first column in any matter or matters which the Chief Civil Affairs Officer shall have directed to be referred to him.

The Chief Civil Affairs Officer and the Deputy Chief Civil Affairs Officer shall not exercise the powers or undertake the obligations of the High Commissioner under the Malay Regiment Enactment (cap. 42) of the Federated Malay Statos.
